Luxon: Leviathan Pits
Kurzick: Vasburg Armoury

These are about the 3rd or 4th towns for those factions following the primary quests/missions.

Imperial/Canthan: Divine Path

This is reached after beating the final mission in the game.

Canthan 15k: aka "end-game armor" (after the last mission, Imperial Sanctum)

Kurzick 15k: Vasburg Armory (after The Eternal Grove)

Luxon 15k: Leviathan Pits (after Gyala Hatchery)
